Natron is an open source node compositor available to download here: https://natron.fr
Synfig Studio is an open Source software for 2D Animation. Its similar to a typical layer compositor. At one time it was SVG based but I believe it can process other image files. Although it may not be Ideal for compositing video footage, it does have some strong 'tweening' & image animation capabilities. If you create a sequence over a green background you can Chroma Key that sequence in another editor. Synfig is definitely a software worth exploring. http://www.synfig.org
